Findings Infrastructure & Capacity • • • • • • • • • • • There are 6098 inmates in Central Jail, Rawalpindi and its capacity is 2174 (Official Statement of Central Jail, Rawalpindi is attached under Annex A) Some 4098 prisoners are under trial (70.6%) Prison is operating at 180% over-capacity Total number of staff members at Central Jail, Rawalpindi is 444 Staff vacancy at the jail is 247 persons E-Courts only in Islamabad. Rawalpindi has no video link except for anti-terrorist court Few working tandoors - roti is under-cooked Duty hours are excessively long Approximately 450 prisoners go to court each day Medical facilities are abysmal - only 1 male doctor for a male population of 5851 prisoners (Annex B) Medical budget is Rs.1.5m for 2021-2022 (Requirement for the year is Rs. 7.5m) Staff Training & Oversight • Longevity of tenure & postings - most officials have been at the prison beyond the accepted tenure of 3 years. Extensive stays in one place have encouraged deep rooted, vested interests and corruption. Mr. A.S. Mata, against whom the greatest number of complaints have been received, has been at Adiala Jail on and off for 28 years. Mr. Muhammad Akram, Deputy Superintendent Jails, recently suspended on September 29th, 2022, has been at Adiala Jail for the last 10 years and 11 months of his entire career of 17 years. Despite allegations of torture against him, he has now been reinstated back at Adiala Jail after only a few days of suspension. 2
