Executive Summary Custodial torture is one of the cruelest forms of human rights abuse. This inquiry report has been prepared by the National Commission for Human Rights (NCHR) on the basis of a complaint of custodial torture filed by Ms. Imtiaz Bibi, before the Chief Justice of Islamabad High Court (IHC) and the subsequent visit to Rawalpindi Central Jail/Adiala Jail by the Hon. Chief Justice and three other judges of IHC on 24.09.2022. During the visit, numerous prisoners complained of torture and cruel, inhuman and degrading treatment suffered at the hands of jail authorities. Hon. Chief Justice directed NCHR to inquire into the allegations and submit a detailed report in this regard. NCHR team comprising Chairperson Rabiya Javeri Agha, Member Punjab Mr. Nadeem Ashraf and Legal Counsel Mr. Waqar Ahmad visited the Rawalpindi Central Jail (Adiala) seven times since Sept 21st, 2022, and met with numerous inmates for the writing of this report. 1
