where that is considered a getaway for employers to escape the implementation of the provisions of the said law, under the pretext that the nature of the work does not allow this. On the other hand, in a legal precedent the legislator imposed penal accountability on those who do not adhere to the implementation of these provisions and texts and compelled employers to provide reasonable accommodation to enable persons with disabilities to exercise their work. As a result of tireless efforts by the HCADP, the Cabinet announced the allocation of (4%) of the public positions listed on the employment (manning list) agenda of 2008 for persons with disabilities, which is equivalent to (400) positions. In spite of that, some local studies showed that the percentage of employment of persons with disabilities in the public sector does not exceed (1%) and that accepting the employment of persons with disabilities by employers remains one of the most difficult obstacles that they face. The HCAPD received (1234) job applications in 2008, (856) of which were for males, while (378) were for females. Accordingly, (94) of which, amounting to about (8%), were employed. According to the National Disability Strategy, the rate of their unemployment reached 40%, which is a high rate for unemployment in Jordan, even among persons who are not disabled. As for vocational training programs, there are two institutions in the Kingdom belonging to the Ministry of Social Development, one in Irbid and the other in Alrsaifah. These institutions are habilitation and vocational training centers, in which persons with disabilities are trained on different careers and crafts and many of the institutions, voluntary bodies, charities and civil society institutions offer specialized training programs.
