10. Discriminatory treatment of students who have completed the
secondary stage of education was noted, as they were not educated
about their chances to university education through the orientation
programs prepared for this purpose.
Second: The Right to Work
According to the report of the NCHR in 2009, the right to work is
considered one of the most and frequently violated rights, largely due to
inherent social and economic backgrounds, such as the small number of
persons with disabilities who are qualified to work, and the fear of
employers to employ them under the pretext of ensuring the best investment
of their funds, noting that the labor law allows for a trial work period of
three months, where the employer is not liable to any commitment with the
worker, except paying his salary. However, to ensure the employment of
persons with disabilities in public and private institutions, the Law on the
Rights for Persons with Disabilities No. (31) of 2007 obligates these
institutions employing not less than 25 workers and not more than 50 to
employ one person with disability. If the number of workers in any of these
institutions exceeds 50, workers with disabilities should account for not less
than (4%) of the work force provided that the employer provides reasonable
accommodation necessary. However, this Law is criticized for stating that
the nature of the work should allow employing persons with disabilities,
