• No doctor was found in the safe home, moreover the only ambulance for the sick inmates was not operational for a long time. The education, health and accommodation facilities for the inmates are insufficient. JAMAKON recommended for taking actions to ensure health, education and accommodation services for the inmates; • The infrastructural condition of the safe home was found very poor. Therefore, JAMAKON recommended for forming a committee comprising the representatives of Ministry of Social Welfare, Women and Children Affairs and Health to assess the overall conditions, rehabilitating the inmates whose age were above 18; appointing an official not below the rank of Assistant Director; taking necessary steps to reintegrated the inmates with their parents in applicable cases. Rajshahi Prison Visit A monitoring team led by Professor Dr. Mizanur Rahman, the Chairman, JAMAKON visited Rajshahi Prison on 24 June 2014. The team talked with the prisoners and the officials with a view to assessing human rights conditions of the prisoners. In addition, the team inspected relevant documents. JAMAKON team observed the key features of the prison such as prison infrastructure, officials and staff, capacity of the prison, ward-wise features, hospitals and medical wards, records of the prisoners, women wards, information about jail appeals and its progress, disciplinary issues, food, health and hygiene, entertainment etc. Major Findings Recommendations: and • The number of inmates in Rajshahi Prison is at least twice its maximum capacity. • The government should appoint an assistant surgeon in the prison on urgent basis since the post is vacant for a long time; • There are a number of foreign detainees in Rajshahi Prison for long; JAMAKON made recommendation was made to the government to take necessary actions in this regards; • JAMAKON made a few recommendations to the district & session judges and the district magistrate in regards to the children who are living with their mothers in the prison; • JAMAKON recommended to the Prison Superintendent of Rajshahi to take necessary action to issue letters to the concerned person and departments regarding jail appeal in applicable cases; • JAMAKON recommend to the Senior Prison Superintendent to launch antidrug campaign in the prison to make it drug free; • JAMAKON recommend to the Executive Engineer, Rajshahi to establish sufficient number of toilets for the prisoners. Cox’s Bazar Prison Visit A monitoring team led by a Director (Complaint and Inquiry) of JAMAKON visited Cox’s Bazar Prison on 16-17 July of 2014 to monitor the human rights situation of the Cox’s Bazar Prison. The team interviewed the prisoners and the officials, inspected documents and prepared a report on human rights situation in the prison.
