Monitoring of Detention Facilities and Evaluation of Government Bodies’ Engagement with the ICHR in the Complaint Process Within the framework of its responsibilities for protecting and promoting human rights in Palestine, the ICHR visits detention centres in the West Bank and Gaza Strip. The ICHR monitors detention conditions and treatment of detained persons in security headquarters or correction and rehabilitation centres. Conducted with the consent of, and in cooperation with, security agencies and the MoI, these visits aim at safeguarding the dignity of detained persons in decent and acceptable conditions as well as the human treatment of these detainees in line with relevant international customs and laws. The Annual Report provides a detailed account of the conditions of correction and rehabilitation centres, temporary detention centres (Police custody), and detention centres of various security agencies. ICHR recommendations on detention centres in the West Bank 1. The MoI should close down the Bethlehem correction and rehabilitation centre in view of the problems and conditions, which directly impact inmates’ human rights. 2. The MoI should enable relevant bodies to carry out periodic monitoring and inspection over correction and rehabilitation centres. These will provide judicial inspection over detention centres and ensure compliance with the Law on Correction and Rehabilitation Centres. This recommendation has been repeated for the past three years. 3. In accordance with the provisions of the Law on Correction and Rehabilitation Centres, the MoI should provide medical services to inmates throughout correction and rehabilitation centres, particularly permanent clinics and resident doctors and nurses. 4. Construct correction and rehabilitation centres which fulfil necessary conditions and provide adequate living and health conditions to inmates. Correction and rehabilitation centres will also be built in governorates, where inmates are held in Police holding cells for long periods, as is currently the case in Qalqiliya. 5. Provide vocational workshops and organise training sessions to rehabilitate inmates and realise the purpose of their incarceration. 6. Take expedited action to operate correction and rehabilitation centres in Nablus and Jenin. Although buildings have been prefabricated for several years, work is still underway to furnish and equip these centres with police Executive Summary 2018 29
