7. Expand Police holding cells in Ramallah, Jerusalem Suburbs, Bethlehem,
Tulkarem and Qalqiliya. Current cells are chronically overcrowded and do
not meet minimum detention conditions that maintain human dignity.
Recommendations on detention centre in the Gaza Strip
1. Provide regular inspection by relevant judicial bodies over the conditions of
detention and interrogation centres as well as the legal status of detained
persons in these facilities.
2. Allow family and legal counsel visits to all detained persons, particularly
during the period of preliminary interrogation.
3. Allow the ICHR, in its capacity as the ombudsman office and oversight
body, to make unannounced visits to detention centres of the Internal
Security agency in the Gaza Strip.
4. Immediately put an end to failure to enforce court decisions.
5. Incriminate political detention and immediately release all persons
detained on political grounds in the Gaza Strip.
