88 committees to investigate violations imputed to the Ministry’s staff. These included 12 cases of late morning attendance and recurrent absence; 16 cases of corporal punishment in schools; 12 cases of abstention from duty performance; six cases of verbal abuse; seven cases of abuse on social media networks; four cases of sexual harassment; four cases of forged official documents; three cases of thefts; and 24 cases of other violations. To realise the right to education, the MoEHE is of the view that the MoEHE budget and development expenditure line items need to be increased. This should enable the Ministry to enhance the quality and outputs of the education process, implement illiteracy and adult education programmes, and integrate preschool education with the general education system in accordance with the Law by Decree on General Education. Increased budget allocations should also help the MoEHE construct new schools, particularly in the Gaza Strip, in order to alleviate density in classrooms. The MoEHE should rectify the new school curriculum and review schoolbooks from a human rights perspective. The Palestinian government should provide needed financial resources to integrate and increase the number of students with disabilities into the education process. To this avail, school infrastructure should be aligned to accommodate and empower students with disabilities like other students. Efforts should be bolstered to roll out compulsory education and increase enrolment rate in preschool and secondary education, particularly technical and vocational education and training.
