The CRC’s administration respects the freedom to practice religious rituals and allows inmates to communicate with their families and friends on a regular basis. Also, inmates receive news on a regular basis through daily newspapers and television stations. Sanitation facilities are also provided with cleaning materials so that inmates can clean the facilities by themselves. The CRC staff also monitors inmates (only) in terms of washing and changing their clothes and underwear to ensure their physical cleanliness, and this is not imposed on them. Work is not compulsory at the CRC, but it is a privilege granted to some categories of inmates based on compliance with the required rules of behavior and proper conduct inside the CRC. In the Hebron CRC, convicted inmates are not separated from inmates, and those imprisoned for civil reasons, including for debts, are not separated from those imprisoned for criminal offenses, due to the overcrowding from which the CRC suffers. • Visitors: The Hebron CRC complies in an excellent manner with international standards for procedures for visits by families and friends of inmates periodically on a pre-agreed basis. • Infrastructure of inmates’ rooms and accommodation facilities: The Hebron CRC complies weakly with international standards for the infrastructure and facilities for inmates’ accommodation due to the conditions of the building and the overcrowding it suffers from, where the occupancy rate is 142.9%, and the living space inside the CRC is considered inappropriate according to international standards (the minimum living space for the detained number of inmates is 756 square meters). The rooms are not suitable for the accommodation of inmates in terms of the minimum space allocated to each inmate. There is no single bed assigned for each inmate according to international standards. The rooms are not suitable for the accommodation of inmates with disabilities and the number of toilets and shower facilities is insufficient (in some rooms the number of inmates reaches up to 19 inmates with only one toilet and shower facility in the same place for this number).
