Therefore, the inmate is not examined upon entering the CRC by the CRC itself, according to international norms in this regard. • There is no clear policy on appointing a qualified medical specialist, since the medical specialist is appointed by the Military Medical Services, and neither the CRCD nor the police have a part to play in that. Also, there is no room for medical isolation inside the CRC. Although the medical specialist submits periodic reports to the prison administration about the quantity, quality and preparation of food, the extent to which the health and hygiene rules are followed in the CRC and its facilities, the state of sanitation facilities, heating, lighting and ventilation in the CRC, and the quality and cleanliness of the inmates’ clothes and their bed furnishings, he/she does not follow the extent of compliance with the rules related to physical and sports education. The CRC does not have health care guarantees for persons with disabilities. • Torture and the use of force: The Hebron CRC complies in an excellent manner with international standards for preventing the use of force against inmates and respecting their rights. • Procedures for receiving detainees/inmates: The Hebron CRC complies well with international standards for procedures for receiving inmates and enabling them to be accommodated in a smooth manner, except with regard to avoiding overcrowding and ensuring a moderate living space for the inmates due to the conditions of the building and the high occupancy rate of the CRC. Not every inmate receives his own bed with his supplies because there were 50 inmates without beds at the time of assessment, but the CRC guarantees a reasonable amount of cleaning the sheets and bed furnishings according to a specific schedule. There is no official uniform for inmates. Inmates with disabilities are also granted a reasonable amount of facilities during their reception, commensurate with the nature of the disability, although there is no policy for that. • Conditions of detention: The Hebron CRC provides inmates with very good conditions of detention in terms of meals, hours of exposure to the sun, movement, availability of clean water that meets the INDEPENDENT COMMISSION FOR HUMAN RIGHTS 29
