The CRC’s compatibility rate for the infrastructure and inmate accommodation facilities provisions in the prison was 2.0, reflecting good
compliance with international standards.The CRC’s compatibility rate
for service facilities in the prison was 2.6, which reflects compliance to
a certain degree with international standards.
The overall compatibility rate of the Jericho CRC in relation to the
total standard for women’s detention CRCs was 2.1, reflecting compliance
to some degree with international standards.
It should be noted that no juvenile inmates were present at the CRC at
the time of the assessment.
Remarks on Assessment Results
•
Administration of the CRC: The Jericho CRC complies very well
with international standards for prison administration in terms of having documented policies, directives and instructions about the CRC’s
administration. Although the ratio of staff to inmates is 47.2%, the
use of electronic monitoring methods has contributed to reducing the
need for human personnel and made it possible to consider the CRC to
be compatible with international standards in this regard. Perhaps the
only deficiency in the compatibility of the administration of the Jericho
CRC, is in the absence of a clear and documented system for managing
the vocational rehabilitation facilities available at the CRC, in addition
to the fact that the CRC is not qualified for the receipt and presence
of persons with disabilities, including staff, inmates and visitors. In
addition, there is no policy that limits the number of working hours for
inmates, because working in all CRCs is a privilege and is not binding.

CRC staff: There is no system or specific standards for incentives and
penalties that govern the CRC staff, in addition to the absence of any
additional financial compensation compared with the rest of the police
members or an allowance for the nature of work. In addition, there are
no clear or written criteria for appointing staff in CRCs, and no employees with disabilities have been appointed according to the known
percentages.
