2.3 Availability of Services, Materials, Facilities and Infrastructure Sources Adequate housing must have access to safe drinking water, energy for cooking, lighting, sanitation, washing facilities, food storage, refuse disposal, site drainage and emergency services. 2.4 ICESCR, art. 11(1) GC IV, para. 8(b) Affordability Sources The cost of housing must not be disproportionate to other costs and should not compromise the attainment of other basic needs. This requires governments to take positive steps to ensure that marketbased housing systems do not render basic housing beyond the means of poorer citizens. This means the adoption of housing subsidy schemes for those unable to afford housing and protections for tenants from unreasonable rental increases. 2.5 ICESCR, art. 11(1) GC IV, para. 8(c) Habitability Sources Adequate housing must protect occupants from external elements and the threats from health and structural hazards, including diseases and extreme weather conditions. 2.6 ICESCR, art. 11(1) GC IV, para. 8(d) Accessibility Sources Adequate housing must be accessible to all those who require it, in particular disadvantaged and marginalised groups for whom the attainment of adequate housing can be problematic. This means that when determining housing policy governments must have regard for the special needs of such groups as women, children, the elderly, persons with disabilities, persons with other serious medical conditions, victims of natural disasters and those residing in disasterprone areas.
