action and promotion of independent living of women with disabilities, and the government’s
policies on the prevention of violence against women with disabilities for the last 5 years.
19. Provide information on the current status of forced abortion and sterilization, and
deprivation of maternity, custodial and parental authority rights against women with disabilities,
and the government’s policy on the protection of maternity rights and the right to health for
women with disabilities including rights regarding pregnancy, childbirth, nurturing and etc.
20. Provide statistical data on the current status of participation of women with disabilities
in formal education system, and the government’s policy to strengthen educational support
for women with disabilities.
21. With the consideration that the State party should engage gender perspective in all of
its efforts to improve the rights of women with disabilities as stipulated by the Convention,
specify whether the government is engaging and mainstreaming gender perspective and
disability-sensitive perspective in its general policy development and implementations, and
provide detailed information of relevant policies.
Article 8- Awareness-raising
Current status
22. The Commission has conducted a survey in 2017 to monitor the expressions of disgust
against persons with disabilities in the media. The scope of survey covered 7 TV programs
from 5 broadcasting companies, including terrestrial broadcasters and comprehensive
programming cable TV channels. Seven TV programs were selected for observation with
total of 80 episodes equivalent to 7,414 minutes for monitoring. The result of survey
conveyed that the expressions of unfiltered disparagement, caricature and disgust against
persons with disabilities were frequently used in the TV shows. It also underlined that the
portion of talk shows among entertainment programs are continuously increasing, which in
turn, increases the proportion of disparaging comments against and belittling impersonation
of disability delivered by participating casts.
