increase the “disability employment levy”, a fine for those who have failed to meet the
mandatory employment quota.
Article 28- Adequate Standard of Living and Social Protection
Current status
83. Based on the direction of the Moon administration’s 5-year National Agenda, “the
housing benefits”, as a part of the minimum cost of living for residential stability, defined in
the National Basic Living Security Act (NBLSA) will seize to adopt the standard of
"obligatory provider" in 2018. On the same ground, starting 2019, the “livelihood benefits”
and “medical benefits” will gradually phase-out the standards of “obligatory provider” for
households within the lower 70 percent of recognized income11 percentiles, supporting older
persons and persons with severe disabilities.
List of possible inquiries for consideration
84. Provide measures adopted and detailed plans of the government to enhance the security
of income-level for persons with disabilities, and to phase-out the obligatory provider policy,
with consideration to persons with disabilities who experience burden of additional disabilityrelated medical and housing expenses but do not fall under the category of basic livelihood
security recipient or the second-lowest income bracket in accordance with the NBLSA.
