mandatory employment of disabled workers, which were 2.41 percent and 1.72 percent,
respectively. Overall, a wide gap remains as 52.1 percent of all public agencies and private
enterprises under the mandatory employment standard were unable to meet the target.
78. According to the 2016 Survey on Economic Activity Status of Disabled Persons
(KEAD) and the Survey on National Economic Activity Status (June 2017, KOSTAT), the
unemployment rate of persons with disabilities is 6.5 percent, which is 2.7 point-percent
higher than the average national unemployment rate (3.8 percent).

79. Provide statistical data on the number of persons with disabilities whose wages are
excluded from the minimum wage standard by the application of Article 7 of the MWA and
the average monthly wage of persons with disability, and information on detailed plans of the
government to ensure minimum wage for persons with disabilities.
80. Specify issues on the shelter workshop for persons with disabilities in relation to nonpayment of minimum wage and poor workplace environment, the government’s measurements to
improve them, and possible alternative measures in case of the close down of shelter workshop.
81. Provide comparative statistical data analysis on the unemployment rate of persons with
and without disabilities, and information on the government’s policy and system to generate
work for persons with disabilities in public and private sectors.
