visitors were implemented. Following the success of the pilot project, similar projects were replicated in other provinces in 2020 and a database for inmates with disabilities was developed in 2021. The Directorate General of Corrections, Indonesia understands that the management of prison is not a 'one man job' thus it works together with other agencies and organisations to enhance the quality of the treatment of prisoners from time to time.35 2.4. Mr. Wanchai Roujanavong, the Representative of the ASEAN Commission on the Promotion and Protection of Women and Children (ACWC), Thailand stated that Thailand has the highest numbers of inmates in Southeast Asia.36 As of 18 November 2021, the total inmates are 286,093 while the capacity of all prisons are designed to accommodate only 120,000 inmates. The total number of women inmates is around 11.6% (33,190) of the total population in prisons. a) Situation in Prison Mr. Roujanavong elaborated that overcrowding is a serious problem faced by the Department of Corrections, Thailand for decades. The government of Thailand has always been reluctant to allocate budgets to build new prison facilities and increase the numbers of wardens. Overcrowding creates frustration and tensions to both prisoners and officers in prison. The cause of overcrowding in prisons is due to drug related cases. Inmates with drug related cases constitute 81.51% (233,187) of the total population (286,093) in prisons while inmates of other offences constitute 18.49% (52,906). Although Thailand is successful in narcotic suppression due to numbers of arrests and convictions of methamphetamine cases but there are no signs of success in the elimination nor reduction of cases involving the abuse of drugs in Thailand. Mr. Roujanavong believes that policies and approaches on narcotic cases particularly the suppression of methamphetamine is in the wrong direction and does not solve the problem as the number of arrests has grown higher over the past 30 years. He further views that policy and law based on the American model of strong suppression by arresting everyone with drugs and sentencing them with a long imprisonment, instead of employing the European model of psycho-social policies and approaches, leaves behind the 'big fishes' of the drug industry who are the real offenders roaming freely and continuing to pursue their crimes. 35 The Directorate General of Corrections, Indonesia works with the National Human Rights Commission of Indonesia (KOMNAS-HAM), Women National Committee, Indonesian Child Protection Committee, Witness and Victim Protection Agency, Ombudsman of the Republic of Indonesia. Besides, it works with relevant ministries such as the Ministry of Health, Indonesia, Ministries of Education and with NGOs. 36 Thailand is ranked as the 6th country with the highest number of inmates in the world according to the ratio of population. 17
