iii. iv. and activities laid out for inmates as well as ensuring physical and mental wellbeing of inmates and staffs. Legal aspect - the Department of Prison, Malaysia has approached relevant authorities to review certain category of offences which do not really require a prison term. It includes drug-related offences such as drug addiction, social drug abuse and others. These require alternative sentences rather than imprisonment.24 Besides that, the Department of Prison, Malaysia is advocating to the Malaysian Sentencing Council to ensure a more standardised and fair sentencing for crimes and criminals. Public engagement - correctional system does not hold the sole responsibility in determining the success of the rehabilitation process of inmates. Public engagement is equally important in turning an inmate into a productive and law-abiding citizen. Family, volunteers, NGOs, and corporate bodies are encouraged to participate in providing support to inmates upon their release for them to lead a normal life. Community support will boost the confidence and motivation for inmates to be successful in their life and never to reoffend after their release. The Department of Prison, Malaysia has identified five focus areas for the prison transformation: i. Conducive environment - includes the design of prison, adequate and latest facility and technology combined with artificial intelligence in safety and security management. The categorisation of prison by the nature and function such as remand, admission, training, and resettlement prisons need to be established. ii. Rehabilitative culture - covering a civilised nature and surrounding, caring and patriotism is to be instilled in inmates and prison staffs. It is hoped that inmates to be productive with human orientation and law-abiding citizens upon release. iii. Staff competency - prison officers will be exposed to multiscale approach in solving problems. The creation of subject matter experts (SME) alongside with the development in correctional aspect to periodical training and continuous acquisition of new skills through technology, job placement and internship. iv. Strategic collaboration – partnership with international counterparts in terms of correctional management, best practices and participation in conferences will be enhanced. Industrial players and NGOs will be encouraged to facilitate rehabilitation programme to create awareness and to equip inmates with skills through trainings. v. Community corrections – priority is given to corrections by exploring all aspects to promote alternatives sentencing instead of imprisonment while reintegration and resettlement are focused on providing internship and career opportunity to inmates.
