government in various international
forums. NHRC calls on government to
continue strong diplomatic effort for
resolving Rohingya crisis.
2.2 Extra-Judicial Killings
This year killing of Md. Sohel, Counselor
of Comilla City Corporation and member
of Momhanogor Awami League by
miscreants created mass concern. People
assumed that the accused of this murder
case will be caught immediately and
justice will be ensured. But, three
accused killers were killed in cross fire.
Another incident of extra-judicial killing
occurred in Gondmara union of
Bashkhali Upazilla in Chattagram. In this
area 5 labors were killed during clash
among police-laborur and people of that
area due to labour dissatisfaction in a
private power station. In this clash 12
people injured.
expresses deep concern on these and took
suo moto complaints. NHRC also asked
for reports from government. On 26
February, media reported about death of
writer Mushtaq in jail. Commission took
this suo moto and sent letter to MOHA
for neutral investigation and sending
report to NHRC.
In January, media reported death about
intern lawyer Rezaul Karim Reza. NHRC
sent letter to MOHA for informing
Commission about the steps taken and
about sending report of the 3-member
investigation committee headed by
Deputy Commissioner of Barishal
Metropolitan Police.
On 12 December media reported about
death of Bablu Sarder in police custody
in Satkhira. His family alleged that
detective police beaten him to death.
NHRC sent letter to MOHA for taking
legal action immediately on this case and
send report to NHRC.
2.3 Minority people’s rights situation
2.5 Freedom of Expression
On 13 October during Durga Puja Hindu
households were vandalized and torched
by in Comilla due to allegation defaming
Quran and giving provocative post in
social media. Since the first attack, in
Comilla, mobs have torched dozens of
Hindu homes and vandalized temples and
statues throughout the country.
Freedom of expression is constitutional
right. It is mandatory to respect every
article of constitution. It is also not
prudent to misuse freedom of expression.
On the other hand, violating other’s
rights due to expressing opinion
independently is not accepted at all. In
2021, media reported about news of
arresting Journalists by misusing Digital
Security Act. On the other hand, women,
persons
with
disabilities
and
marginalized people are insulted in the
name of freedom of expression. NHRC
believes that, rights giver and rights
enjoyer both have to respect each other.
Human rights cannot be implemented
without playing own responsibilities.
NHRC expresses concern on these
attacks and has sent recommendation to
government after investigation. Deputy
Commissioner of Rangpur informed
NHRC that some recommendations have
already been implemented.
2.4. Torture and Death in Custody
Gross human rights violations such as
torture and death in police custody has
been reported this year too. NHRC
