advancement in the sphere of economic, social and cultural rights although expected improvement in the sphere of civil and political rights is yet to be achieved. This chapter highlights issue based presentation of the country’s human rights situation of 2021 e.g. Rohingya crisis, extrajudicial killings, freedom of expression, death & torture in custody, violence against women & rape, violence against children, right of dalit, hijra, PWDs and other excluded minorities. Chapter 03: Human Rights Protection by Complaint Management In this chapter, complaints on human rights violation and inquiry activities are discussed. Specific information based on complaints and inquiry activities of the Commission of one decade are mentioned here. Actually due to mass awareness on NHRC’s activities the number of complaints and their disposal rate have increased in the last few years. There are specific form for lodging complaint in NHRC. Besides, complaints can be lodged by post, e-mail, telephone, fax and helpline 16108. Besides, hon’ble Chairman has given instruction to take suo moto complaints after seeing media reports on human rights violation and suo moto complaints are taken accordingly. From reports published in newspaper, online news agencies NHRC officials are monitoring human rights violation reports daily. From 16 newspapers 22 monthly/ annual human rights situation monitoring report is being prepared. Among 1271 complaints including those of previous years, NHRC disposed 972 in 2021. Remaining pending complaints include 02 of 2012, 07 of 2014, 04 of 2015, 07 of 2016, 13 of 2017, 22 of 2018, 35 of 2019, 38 of 2020 and 164 of 2021. This year, the NHRC representatives led by hon’ble Chairman visited Sylhet, Sunamganj and Mymensingh Jails. As per the NHRC’s recommendation after the visit, the Security Services Division took several activities for improving the condition of prisoners. Chapter 04: Remarkable activities of NHRC in 2021 This chapter discusses the institutional capacities of the Commission in terms of maintaining responsibilities in accordance with NHRC Act 2009. Creating awareness on human rights is one of the core duties of the Commission. Some of the remarkable activities of NHRC include launching human rights scholarships, online human rights course, handing over the draft Sexual Harassment Prevention and Protection Act to hon’ble Minister of Ministry of Law, Justice and Parliamentary Affairs. This year eassy and quiz competition on “Liberation war, Independence and Humane Values” participated by students of class 09-10 and 11-12 was held around the country. For mass publicity about the competition advertisement was published in widely published
