I. Documented Complaints
For the year 2021, CHR continued to collect, organize and analyze data and
information to support its investigation undertakings towards potential litigations in the
proper courts as opted by the victims and their families. The documentation component of
assisting victims helped consolidate the body of information that supported lawsuits in the
courts and the entire prosecution proceedings. It is also a component for educating and
organizing stakeholders as well as promoting human rights advocacy in arenas shared with
political, legal and judicial counterparts.
The occurrence of incidences of Human Rights Violations (HRVs) did not see a decline
with the prolonged pandemic and the restrictions to mobility and social interactions. The
overall number of documented complaints in 2021 has reached 6,078 which is 20% higher as
compared to the previous year. The three regional offices register the numbers respectively:
ROs IV-A (930, 15.78%), RO I (830, 13.65%), and RO V (481, 8.16%) with the most request for
protection services in 2021.

Table 2 shows the disaggregated reading of the 6,078 Requests for Protection Service
(RPS) by region and by results of case evaluation. This shows that 3,971 or 66.33% of the said
total aforementioned RPS were for legal assistance and comprises more than half of the total
complaints documented or requests for protection services.
