Bengali of all time Bangabandhu Sheikh Mujibur Rahman made it
possible. In the declaration of our Liberation War ensuring equity,
human dignity and social justice for the people of Bangladesh was
mentioned. The philosophy of UDHR has reflection in the
constitution which was gifted by Bangabandhu within 10 months of
our independence. The Commission was established one decade
ago due to the demand of civil society of the country and abroad
and all other stakeholders as a balanced organization representing
women-men and people of different class-profession.
In addition, this chapter briefly discusses NHRC’s mandate, agenda,
thematic committees and its activities and action plans.
Chapter 02: Evaluation of human rights situation of Bangladesh
This year too Bangladesh has been elected as the member of UN
Human Rights Council. This has been the fifth term of the country
as a member of the 47-member UNHRC, which is a matter of pride
for the country. Analysing the human rights situation, the
Commission notes that the country has improved a lot in terms of
economic, social rights. However, lots need to be done for
improving the condition of civil and political rights. This chapter
highlights issue based presentation of the country’s human rights
situation of 2022 e.g. Rohingya crisis, extrajudicial killings,
freedom of expression, death & torture in custody, violence against
women & rape, violence against children, right of dalit, hijra,
PWDs and other excluded minorities and property rights of
citizens.
Chapter 03: Human Rights Protection by Complaint Management
In this chapter, complaints on human rights violation and inquiry
activities are discussed. Specific information based on complaints
and inquiry activities of the Commission of one decade are
mentioned here. Actually due to mass awareness on NHRC’s
activities the number of complaints and their disposal rate have
increased in the last few years.
There is a specific form for lodging complaint in NHRC. Besides,
complaints can be lodged by post, e-mail, telephone, fax and
