Comments received from stakeholders were consolidated in the final report and arrangements were made with CSO partner Justice Project for a live public viewing of the UPR when it takes place. NCHR Address to the European Union Parliament in Brussels on continuance of GSP+ On 1st December, 2022, NCHR Chairperson Rabiya Javeri Agha travelled to Brussels to address the European Union Parliament (DROI) with regards to GSP+ and its influence on the development of the human rights ecosystem in Pakistan. During this visit, the Chairperson spoke with members of the European Union, civil society members, and other relevant stakeholders regarding the state of human rights in Pakistan. The conversations were favourable: those who spoke with the Chairperson were eager to support Pakistan in its journey to improve human rights conditions, and they expressed appreciation for the work being done by NCHR, citing it as a template for other GSP+ beneficiary countries with National Human Rights Institutions. Special interest was expressed in the newly announced Human Rights Courts which will operate under NCHR, a novel development previously unseen in globally operating NHRIs. This report was created to chronologically document the effect of GSP+ on the human rights infrastructure in Pakistan. The document charts the evolution of: human rights institutions, initiatives, and legislation; compliance with ratified conventions and treaty body reporting; as well as the inclusion of women in politics at all levels. The document clearly shows the positive effect of the GSP+ scheme on the protection and promotion of human rights of the citizens of Pakistan. This report was used in the Chairperson’s address to the EU Parliament to illustrate how Pakistan witnessed a remarkable increase in the establishment of human rights institutions, action plans, monitoring tools and information portals, and legislation after gaining GSP+ status in 2014.
