5.6. Following activities are prohibited for the members of the working group:
5.6.1. to apply for the position of Commissioner of the Commission and the Commissioner in charge of
National Preventive Mechanism against Torture during the term of a member of the working group and
within one year after the expiration of the term;
5.6.2. to participate in the selection in a case of conflict of interest or the candidate is affiliated to the
member;
5.6.3. to disclose or use for personal purposes any confidential information discovered or entrusted to
the member during the course of membership;
5.6.4. to discriminate against applicants and participants and to conduct activities in an inappropriate
way;
5.6.5. to receive gifts and rewards in connection with duties of a member of the working group;
5.6.6. Abuse of the reputation of a member of the working group
5.7. A member of the Working Group shall withdraw from the selection process if the conditions
specified in 5.6.2 of this regulation have arisen.
5.8. A member of the working group shall sign a guarantee of compliance with the law and the
obligations and prohibitions set forth in this regulation, and submit it to the Standing Committee on
Legal Affairs.
5.9. If a member of the working group has seriously or repeatedly violated the duties and prohibitions
set forth in this regulation, the member shall be dismissed based on the votes of minimum two-thirds of
the total members of the Standing Committee on Legal Affairs.
Six. Apply for candidacy
6.1. Persons who meet the requirements for Commissioner shall submit their application for candidacy
to the Working Group through the Standing Committee on Legal Affairs within 30 days after the
announcement of the vacancy notice in accordance with Article 4.1 of this regulation, and the
registration shall be closed upon expiration of this period.
6.2. The following documents shall be attached to the candidacy application:
6.2.1. Applicant's application form;
6.2.2. Copy of ID card;
6.2.3. Copy of a bachelor's or higher education diploma;
6.2.4. Copies of social insurance books and other employment documents;
6.2.6. Reference Letter;
6.2.6. Civil servant application form.
6.3. The person who provides the reference letter specified in 6.2.5 of this regulation shall be the previous
manager of the applicant or person who is capable to attest the factual information on whether the the
