2.3. High legal qualification specified in 2.1.1 of this regulation shall be understood as meeting the
following requirements:
2.3.1. have higher legal education;
2.3.2. Has worked as a lawyer for at least ten years;
2.3.3. Demonstrated high legal knowledge and skills through professional activities;
2.3.4. Demonstrated independence and high ethics through work and professional activities;
2.3.5. has not been fired as a disciplinary measure;
2.3.6. has not been convicted;
2.3.7. has not held any political or political party leadership positions in the last five years.
2.4. Experience in the field of human rights protection specified in 2.1.2 and 2.2.3 of this regulation shall
mean that the following requirements are met:
2.4.1. have worked for at least five years to promote and protect human rights;
2.4.2. Demonstrated knowledge, skills, and respect for human rights through professional activities.
2.5. Experience in the legal field specified in 2.2.1 of this regulation shall be understood as meeting the
requirements specified in 2.3 of this regulation.
2.6. Experience in the field of criminal proceedings specified in 2.2.2 of this regulation shall mean at
least five years of work as an investigator, defense counsel, procurator and judge in criminal
proceedings.
2.7. The composition of the Commission shall reflect in a balanced manner the knowledge, skills and
experience required to address human rights issues in a multifaceted manner, and at least 40 percent of
Commission shall be of one sex.
2.8. A selection and nomination for the Commissioner shall be made in accordance with the
requirements set forth in Article 2.7 of this Regulation.
Three. Selection stage
3.1. Selection of Commissioner consists of the following stages:
3.1.1. to announce the vacancy notice to the public;
3.1.2. to establish a working group;
3.1.3. to apply for candidacy;
3.1.4. to register as a participant and to inform the public;
3.1.5. collect information about participants;
3.1.6. to hold an appointment hearing;
3.1.7. to nominate a Commissioner.
