2.4) Recommendations on the death penalty namely, asking for the abolition
of the death penalty with gradual steps Consider reviewing the penalties for crimes in the
various laws to abolish the death penalty for offenses that do not conform to the scope and
interpretation of the term "aggravated case" in the International Covenant on Civil and Political
Rights. (International Covenant on Civil and Political Rights: ICCPR) and continually

Results/Achievements:
The Ministry of Justice, through the Office of Justice Affairs, has taken policy
actions to publicize and create awareness among people to change their attitudes about the
use of the death penalty and to consider amendments to the law. Currently in the process of
holding a public hearing Responsible agency to consider amending the provisions to adjust
the rate of punishment for offenses with the death penalty for 11 offenses from 4 laws, namely
the Criminal Code, the Military Penal Code, the Air Navigation Act, B.E. 2548 and the Narcotic
Drug Act, B.E. 2522 (1979) and amended to be "death penalty or life imprisonment" so that
the court can exercise its discretion in considering the punishment. As well as have set a field
hearing in 3 provinces, namely Chiang Mai Province Khon Kaen, and Songkhla Province by
collecting the results of the hearing to prepare a report on the results of operations and draft
legislation to improve the death penalty proposed to the development committee of the
National Justice Administration considers.
For a recommendation to reconsider the penalties for crimes in the various laws
to abolish the death penalty for offenses that do not conform to the scope and interpretation of
the term "death penalty". The NHRCT has not yet been informed of the results of the action
from the relevant agencies.
2.5) Recommendations on freedom of expression and freedom of the
press, namely asking for guidelines to supervise the media's performance in case of news
