In response to the mechanism to access the services provided by the JKM such as home help and Senior Citizen Care Unit/Unit Penyayang Warga Emas, Puan Ruhaini responded that there are 45 senior citizen activity centres which also function as older persons’ hubs. Individuals are invited to visit the centres to get details of the available services from the JKM. Besides the District JKM, these centres also provide advocacy services. The District JKM could also be contacted for the home help services. However the availability of the services is dependent on the number of registered volunteers in the each district, and may be limited due to lack of volunteers. At the same time, the services of Senior Citizen Care Unit/Unit Penyayang Warga Emas are also limited due to insufficient manpower. With regard to NGOs registered under JKM, the public could obtain the registered addresses through the JKM website and also walk in to the nearest senior citizen activity centres for any information on activities that can be implemented in their communities. 45. A participant from UMMC suggested a partnership between JKM/Government/NGOs and the higher learning institutions to formulate appropriate strategic planning and recommendations which could be translated into an official document on standard of care for older persons and implemented accordingly. 46. Dr. Rahimah informed that the Care Centre Act 1993 covers all care centres including centres for children and not only for older persons. They have several requirements in terms of ratios of the staff to the residents and also the physical environments of the care centres. The standard of the care centre should be studied to avoid the centre being subjected to commercial exploitation. The Department of Standards under the Ministry Of Science, Technology and Innovation, is currently looking into the issue of standards of care centres and these are being addressed by the Sub-Committee of Research and Development under the National Policy for Older Persons. 47. It was explained that under the Care Centre Act, the “care” includes protection, supervision, rehabilitation and training. Care centre means a residential care centre and a day care.
