36. She further highlighted that Malaysia does not have specific law on
older persons compared to our neighbouring countries such as
Philippines - The Senior Citizens 1992; Singapore - The Maintenance
of Parents Act 1995; Thailand - The Act on Older Persons 2003; and
Vietnam - The Law on Elderly. She further informed that China and
India had imposed punishment on children who do not care for their
parents and it is mandatory for people of India and China to visit their
parents. In addition, neighbours are responsible to keep a watch on
their elderly neighbours in particular monitoring the frequency of
visits by their children. In Korea, the eldest child is responsible to care
his/her aged parents. Comparing with USA and UK, the emphasis of
these countries have been on individualism and living independently
in a community or community centre.
37. In Malaysia, most of the care institutions are designed as
dormitory living style and the residents are bound to daily scheduled
activities. She opined that more comfortable and better institution care
institutions should be established to ensure quality living conditions
for older persons. The authority should monitor to ensure centres do
not abuse their licence by running them on a commercial basis.
38. With regard to housing, the design should be easily accessible and
mobility friendly. She recommended that the retirement homes and
retirement villages be introduced instead of the dormitory format.
Discussion on key issues and Recommendations
39. Puan Ruhaini informed that the Plan of Action on Older Persons was
drafted based on the National Policy for Older Persons which was
reviewed on 5 January 2011 which outlined 6 detailed strategies
under the implementation mechanism. The National Advisory and
Consultative for Older Persons was established under the mechanism
and will hold two meetings per year to discuss the implementation
of the National Policy and Plan of Action for Older Persons and to
collect responses from other members from various government
agencies, NGOs, Private Sectors and etc. There is a Technical
Committee of the National Policy for Older Persons to work on the plan
of action with seven sub-committees comprising of different ministries.
At the grass root, there is also state and district committee to implement
the long term, medium term and short term of the plan of action which
monitored by the Committee. The Plan of Action also includes the
