NATIONAL ACTION 2: Promote gender equality and mainstream the recognition of WHRDs
C. Protection for trans and non-binary HRDs
In accordance with the APF’s 2019 Gender Equality Strategy, APF will support members to
mainstream gender in the context of diverse identities, and recognises women as inclusive of trans
women and trans girls. APF will also ensure that gender mainstreaming work includes targeted
components on trans and non-binary HRDs. Trans and non-binary HRDs face even greater threats
of violence and intimidation than WHRDs.
Your NHRI can play a key role in awareness raising and communication on specific risks faced by
trans and gender non-binary HRDs. This should always be led by and in consultation with trans and
non-binary HRDs. Particularly in national contexts where the legal system or societal perspectives
on gender is strictly binary or critical of trans and of non-binary HRDs, a security risk assessment
must always be completed with trans and non-binary HRDs prior to any campaign or action in
relation to violations against them, in line with the do no hard approach identified at the start of
this guide.
APF will provide resources and training programmes on gender mainstreaming30 and how that can
be implemented by members in their day to day functioning, this will also include trans and nonbinary HRDs.
