4.1 Divisions and manpower
As on 31 March 2023, 264 employees were in posi on
against the total sanc oned strength of 358 consis ng of
various ranks. Over the years, NHRC has taken recourse
through various methods with regard to selec on of
personnel for developing and building a cadre of its own.
These methods include direct recruitment, deputa on,
contractual appointments and outsourcing.
There are five Divisions in the Commission. These are:

Policy Research, Projects and Programmes Division

4.1.1 Law Division: The Law Division is headed by a
Registrar (Law), who is assisted by Presen ng
Officers, a Joint Registrar, a number of Deputy
Registrars, Assistant Registrars, Sec on Officers and
other secretarial staff. The Law Division facilitates
discharge of one of the important func ons by the
Commission under Sec on 12(a) of the Protec on
of Human Rights Act, 1993, viz., inquiring into
complaints of alleged viola ons of human rights. It
has been serving as the Registry of the Commission.
It receives, scru nises and registers complaints
from the vic ms or others on behalf of the vic ms or
in ma ons from the authori es about custodial
deaths, custodial rapes, deaths in encounters or
ac on by police/ paramilitary forces or defence
forces, and references from the Courts. It further
processes these complaints/ ma ers by placing
them before the Commission for orders/ proceedings and ensures that necessary follow-up ac on is
taken pursuant to the Commission's orders. It also
organises Camp Si ngs, and Open Hearings of the
Commission in various parts of the country to
enable the Commission to render jus ce to the
vic ms at their doorsteps. The Law Division also
provides comments and advice on dra legisla ons
referred to the Commission, ques onnaires
received from OHCHR, and other interna onal
organisa ons, and also facilitates the Commis- sion
to make interven ons in the Court proceedings, or
respond to the cases filed in the Commission in the
ma ers of human rights viola ons. It also facilitates
the Commission in taking suo motu cognizance.
Around one lakh cases are annually registered and
disposed of by the Law Division. Disposal of a
number of these cases results in relief to the vic ms
in the forms of grant of monetary relief, disciplinary
ac on or prosecu on against the delinquent public
servants, release of bonded labourers, registra on
of First Informa on Reports (FIRs), payment of
pensions, etc.
The Commission's awareness crea on ac vi es
about human rights and easy access to the Commission facilitated through the online system of filing
complaints including through the Common Service
Centres. The use of hrc.net portal extended the
facility to the people to make a complaint from
anywhere in the country through the Common
Service Centres, ensuring immediate submission of
complaints and safeguard against postal delays or
loss in transit. The use of hrc.net portal benefi ed
the complainants by way of acknowledgement of
receipt through SMS or e-mail message, alert on
direc ons passed by the Commission on the
complaint and access to informa on pertaining to
the status/ac on on the complaint. The portal of
which Complaint Management and Informa on
System (CMIS) is a part, facilitates storage and
