National implementation and monitoring 21.1 Insufficient access to remedies due to a lack of investigating officers at the Commission 1) Current status and problems ① The Commission was founded in 2001 as an independent organization and not affiliated to the legislative, administrative or judiciary pursuant to the socalled “Paris Principles”, the Principles relating to the Status of National Institutions. The National Human Rights Commission Act clearly stipulates the independence of activities of the Commission, and provides for independence and guarantees the status of its human resources. However, the government reduced the Commission’s organization and number of workers by 21.4% in April 2009 (208 workers in 2008 →164 workers in 2009 (a reduction of 44 workers)). Although the number of workers was increased to 188 as of end of February 2014 with the installation of the Anti-Discrimination Division in October 2011, the number of investigators needed to handle complaints for discrimination against persons with disabilities is lacking and thus, limiting efficient remedy of rights of persons with disabilities.
