women, in the first place, and with disabilities, in the second place. Their
problem starts within the family, where they suffer from marginalization,
whether deliberate due to shame or inadvertent due to social pressures
resulting from the fear and embarrassment of facing people. The community
plays a key role in this view towards persons with disabilities, who are
viewed most often as genderless human beings. Moreover, women with
disabilities represent the largest share suffering from this view. Thus, the
State is responsible for raising awareness of family and community of the
rights of women with disabilities. In this sense, the Law on the Rights of
Persons with Disabilities No. (31) of 2007, which is inspired in its
provisions by the International Convention on the Rights of Persons with
Disabilities, affirmed the participation of women with disabilities in the
rights and duties on the basis of equality between men and women. There is
a great reliance on raising public awareness of the status of women with
disabilities and working to correct the negative trends relating to their
capabilities. This should be realized through the activation of women's role
to involve in women's bodies, institutions and associations to be educated,
sensitized and empowered to identify their legislative and civil rights, in
addition to raising the awareness of society on the necessity for their
participation in the decision-making process.
