Chapter Four Findings and recommendations Neither the rights of persons with disabilities can be enhanced, nor can the phenomenon of violation of such rights be reduced, unless a set of efficient practical measures and procedures are taken, at several levels: First, at the level of society as a whole: 1. Promoting programs and initiatives that reduce the phenomenon of violence and exploitation. Examples of such programs and initiatives are: - The integration of persons with disabilities in the programs of protection from violence and exploitation, which are provided to all members of society. - The involvement of persons with disabilities in specialized treatment programs for victims of violence and exploitation. 2. The family, with the support of the local community, is the cornerstone in the protection of its children with disabilities from exposure to violations of their rights.
