• the need to allocate resources to improve the availability of teaching materials, including textbooks and to invest in school libraries, reading facilities and books for children; • the need to adopt measures to address the low rates of participation in the education system by boys and men, particularly at the secondary and higher education levels; • the need to improve the availability of special education schools, particularly in rural areas and to improve the accessibility of all schools for students with disabilities; and • the need to develop standards for evaluating and monitoring the human rights environment of schools. Nepal The ACJ recommends that the National Human Rights Commission of Nepal (NHRCN) urge its government to address the following issues: • consider signing the UNESCO Convention Against Discrimination in Education; • the need to allocate resources to improve education infrastructure and facilities, particularly at schools located in rural and remote areas; • the need to adopt measures to improve the availability of qualified, experienced and properly resources teachers and to provide opportunities for additional training and support; • the need to adopt measures to increase the level of enrolments of children at the primary and secondary education levels; • the need to improve the coordination and management of vocational education and training programmes; • the need to adopt measures to improve access to all levels and forms of education for girls and women and to improve access to literacy programmes; • the need to minimise the imposition of school fees and other education costs on parents and students; • the need to adopt measures to eliminate the practice of corporal punishment in schools; • the need to adopt measures to minimise child labour and to ensure that working children have access to alternative primary and secondary education opportunities; and • the need to adopt measures to address the impact of domestic violence and child marriage on educational opportunities for girls and women; and • the need to increase the accessibility of education services at all levels for students with disabilities and other special needs. 22
