• the need to adopt measures to minimise the imposition of school fees and additional education costs on parents and students; • the need to ensure the availability of accessibility and quality education services for refugee children and their families; • the need to adopt measures to minimise child labour and to ensure that working children have access to alternative primary and secondary education opportunities; and • the need to adopt measures to encourage girls and women to pursue broader educational and career choices. Malaysia The ACJ recommends that the Human Rights Commission of Malaysia (SUHAKAM) urge its government to address the following issues: • consider signing the ICESCR, CERD and the UNESCO Convention Against Discrimination in Education; • the need to allocate resources to improve education infrastructure and facilities, particularly at schools located in rural and remote areas; • the need to improve the availability of effective, accessible and safe transport options for children to attend school • the need to improve the accessibility of education infrastructure and facilities for disabled students; • the need to review the legal status of the children of undocumented migrant workers and to adopt measures to ensure that they have the opportunity to access the education system; • the need to minimise the imposition of school fees and other education costs on parents and students; and • the need to increase the number of qualified special education teachers and to address issues of discrimination against students with special needs.
