6.1 Government Housing and Shelter Agencies (a) Housing and Urban Development Coordinating Council (HUDCC) HUDCC is the principal policy-making body in the housing sector. It has the responsibility to devise strategic plans and programmes for housing and supervise the delivery of housing services by those agencies with a service delivery mandate. HUDCC also provides technical assistance to LGUs to promote their effective provision of housing services. Its mandate is limited to a coordinating role and it is generally not directly involved in the implementation of programmes. (b) National Housing Authority (NHA) The NHA is the government agency principally responsible for the implementation of housing projects and programmes. It is mandated to identify, acquire and dispose of lands for public housing, develop shelter and housing projects for the poor and undertake resettlement of those subject to evictions. Under the urban development programme contemplated by the UDHA, the NHA is designed to develop sites for social housing that are identified by local government units. (c) Housing and Land Use Regulatory Board (HLURB) HLURB is responsible for encouraging private sector participation in social housing by liberalising development standards, simplifying regulation and decentralising the urban development licencing process. Effectively, it regulates and administers all centralised planning and land use law. (d) Local Governm ent Units (LGUs) LGUs also occupy an important function in the administration of housing in Metro Manila. Since the enactment of the local government code in 1991, devolving many administrative functions to local government, LGUs have been central actors in the housing sphere. They provide services in conjunction with national government agencies and often play a central role in facilitating large-scale evictions and resettlement. However, they also provide resettlement and housing services that are entirely separate from the national framework. Since 2008 they have also been conferred with the power to certify that proposed evictions have complied with the law. (e) Departm ent of Public W orks and Highways (DPW H) The DPWH undertakes a variety of public infrastructure projects and improvements, many of which result in the displacement and necessary eviction of informal settlers. 50  Human Rights in the Rubble
