26 has collaborated with the National Health Security Office (NHSO) in developing access to health insurance rights for Thai people who have problems with their registration status. The Integrated Working Group on Developing Access to the Health Insurance System for Thai People with Registration Status Problems to provide coverage of access to services in the National Health Security System and other welfare systems, in which the working group must consider guidelines for the use of medical welfare benefits for users who do not have a civil registration status to plan operations regarding the burden of medical expenses of service users in the Homeless Protection Center and the People Protection Center defenseless. The Department of Provincial Administration by the Bureau of Registration Administration has surveyed the number of persons without registration status of agencies under the Department of Social Development and Welfare, including 11 homeless protection centers, to use the information for use in organizing an identity verification project with a face image and Fingerprints to organize a status verification service and list of persons in the civil registration database to facilitate those in the care of the homeless protection center and bring their identity, face photo, and fingerprints for verification. The status and list of persons in the civil registration database and proactively solve the problem of personal status to obtain a 13-digit identification number and access to basic rights. The Office of the National Security Council has developed and driven the Action Plan for the Management of Immigrants, Phase 1 (B.E. 2563 - 2564), and has prepared the criteria for determining the status and rights of immigrants and Long-lived so that the people who are the target audience can legally reside in Thailand and gain basic human rights. The Ministry of Social Development and Human Security, through the Department of Child and Youth Affairs, has introduced the withdrawal of reservations of Article 22 of the Convention on the Rights of the Child on Protection and Rights of Children. Refugees and asylum seekers of the Convention on the Rights of the Child were on the agenda for consideration at the 1/2563 meeting of the National Committee for the Promotion of Child and Youth Development on July 2, 2020. The results showed that Thailand has measures and mechanisms to support the implementation of Article 22 of the Convention on the Rights of the Child, including continual progress in the care of refugees and asylum seekers, and relevant agencies have opinions agree on the withdrawal of the reservation, Article 22, and consider the appointment of an ad hoc sub-committee to consider Thailand's readiness to withdraw the reservation of the Convention on the Rights of the Child, having the duty and power to formulate a guideline for studying, analyzing and considering the readiness of Thailand to withdraw the reservation; Article 22 of the Convention on the Rights of the Child reviews relevant laws and measures for the implementation of other recommendations. The NHRCT has not been notified by the relevant authorities.
