The Government continued increasing its effort and fund for education of the disabled students. The National Foundation for the Disabled Persons is committed to providing education to the autistic children. In cooperation with private organizations, 55 schools have been established for mentally disabled children. In addition, 5 schools have been established for blind children and 7 schools have been established for children who cannot hear or speak a language. An institution for mentally disabled children has been established in Chittagong. During 2013-14 Financial Year about 1.33 billion taka was distributed among 315,000 financially constrained disabled persons. In 2014, the Government of Bangladesh continued its efforts to ensure empowerment of women in all spheres of public life. The ratio of men and women in government service from first class rank to 4th class rank rose up to 74.8:25.2. The number of female judges serving the Supreme Judiciary increased in 2014 - there were 6 Judges in the High Court Division and 1 Judge in the Appellate division. At the same time, the proportion of female members in the parliament increased by 20 per cent. In addition, a total number of 1,509 women contested in 458 Upazila Parishad elections. The number of enlisted female voters was 47,747,010 and the ratio of male and female voter is 50.37:49.63. JAMAKON noted that by 2014, 48 out of the 72 clauses of the Accord have been fully implemented, while 15 had been partially 8 implemented and the remaining 9 were under process of implementation. Two thirds (up to 23) of the departments out of the mandated 32 have been transferred to the three CHT District Councils. 238 army camps were withdrawn. Despite notable progress as mentioned above, JAMAKON observed that there was frequent reporting on killing by the law enforcement agency, disappearance, medical malpractice, violence against women, sexual assault and molestation in 2014. In particular, the civil society and NGOs repeatedly expressed their concern regarding incidents of extra-judicial killings (crossfire) and disappearances. On the other hand, JAMAKON noted numerous attacks on public transports with firebombs (often dubbed as petrol bomb) in early January in the name of political activities. Because of such attacks, hundreds of persons suffered serious burn injuries; many died and many others continue to endure a painful life as long as they would live. While JAMAKON always condemned political violence, extrajudicial killing, enforced disappearance etc, it thinks that these issues deserve more attention from the State. After threadbare discussion the Commission approved Annual Work Plan 2014, supported by the development partners and implemented its phase by phase.
