Ensured wage payments: Regulations were amended in 2022 to require full payment of crew wages, either in cash or via remittance to designated accounts, in order to prevent wage deductions or underpayments. Wage payments through foreign intermediaries are prohibited. 3. Reasonable working hours: Regulations amended in 2022 stipulate that crew members must be granted minimum rest periods in line with the ILO-C188 convention. Employers are required to maintain attendance records on board and accurately document crew working hours daily. (2) Enhance living conditions and social protection 1. Improving onboard living spaces, expanding communication channels, and enhancing crew safety a. Newly built fishing vessels from November 16, 2020, onwards must meet accommodation standards set by the ILO-C188 convention. A buyback program was introduced for small or aging vessels, targeting the acquisition of 200 vessels to assist owners unable to meet the requirements to exit the industry.
