The summarized outcomes for the execution of these seven strategies,
based on the Fisheries Agency’s “2023 Implementation Progress Report of
the Action Plan for Fisheries and Human Rights” as well as briefing content
presented during stakeholder discussions, are as follows 82:
(1) Implementation of labor conditions
1. Increased wages: Regulations were amended to raise the minimum
wage for such crew members from US$450 to US$550 per month
starting in July 2022, helping to improve the wages of crew members
employed abroad. A minimum wage review mechanism was also
established, inviting representatives from industries, labor
organizations, and academia to discuss and adjust the minimum
