In view of this situation, the National Human Rights Commission strongly believes that by
creating an environment of mutual trust, tolerant behavior of political parties and citizens'
deliberate and independent voting in the elections, it is possible to develop democratic values,
tolerance and human rights culture in the country, which is important for the realization of the
dream of sustainable development of Bangladesh and building a smart Bangladesh in the future.
4. Aims and objectives of the guidelines
The main objective of this guideline is to protect human rights during elections and contribute
to creating the environment for dignified coexistence of all.
To achieve this objective, the National Human Rights Commission will:
Encourage all public and private institutions involved in the election process, local
administration, law enforcement, candidates, media and civil society representatives to
be active in the protection of civil rights and human rights during elections.
Encourage the common citizens and voters of the country to exercise the highest human
rights, civil rights and tolerance.
Play an effective role in ensuring justice and protection of the rights of victims of human
rights violations, and
Ensuring an environment of a dignified co-existence for the common citizens, the
Election Commission will consult with relevant institutions including local
administration and law enforcement agencies and make necessary recommendations.

6. Main Activities
6.1 Pre- Election Period:
Selecting potential risk areas of human rights violations and determining possible
actions based on the level of violence in previous elections in constituencies

Conduct a continuous exchange of views with all public and private institutions
(including law enforcement), potential candidates and local civil society representatives
with electoral responsibilities and determine possible actions for at-risk constituencies.

sending the necessary recommendations and directions to the Election Commission and
