2. ISSUES ARISING FROM COMPLAINTS
(a) Arrest and Detention
Among the complaints (Table 4) brought to the attention of the Commission were those alleging:
i.
Disproportionate use of force by the police during arrest, investigations and
custody;
ii.
Failure by the police to state the grounds of arrest and to inform the family upon
arrest; barring of family visits during detention; abetting with one party by asking the
complainant to withdraw the police report or not to pursue the case; not returning
valuable belongings of the suspects; longer period of detention by re-arresting the
suspect; and
iii.
Inaction on police reports lodged.
