針對人權捍衛者的區域行動計畫
補充性的保護和促進框架
《行動計劃》旨在已建立的全球保護架構上，填補亞太地區的空白。APF 承認那些規範了人權捍衛者
權利保護框架的核心國際文書。
儘管這些權利中的大多數已由國際人權條約確立，但各國、國家人權機
構和人權捍衛者的權利保護網絡也做出了個別的總體承諾。這些包括：
• 1998 年 聯合國大會《個人、群體、與社會組織的權利及責任以促進與保護普世承認的人權及基
本自由宣言》

《人權捍衛者宣言》
）；
• 2018 年 國家人權機構全球聯盟《馬拉喀什宣言》；
• 2018 年《人權捍衛者高峰會行動計劃》;
• 2019 年 聯合國大會 關於執行《人權維護者宣言》的宣言；
• 2013 年 聯合國大會《保護女性人權捍衛者宣言》；
• 2019 年 聯合國人權理事會《關於環境人權捍衛者貢獻之決議》；
• 2008 年 歐洲聯盟《人權捍衛者準則》；和
• 2030 年永續發展目標，第五：關於實現性別平等和賦權女性和女童的可持續發展目標；第十六：
關於和平，正義與強大機構的可持續發展目標
本《行動計劃》也將支持在亞太的區域和國家範圍內履行這些承諾。
