Definitions International standards: Standards and requirements that have been developed through the United Nations bodies, or the organizations emanating from them that specialize in the field of rule of law and justice, in addition to other relevant international institutions, to unify standards related to the detention of persons in a manner that guarantees their minimum rights according to the text of the International Covenant on Civil and Political Rights (ICCPR), and other relevant texts. Inmate: Any person who has been convicted of a crime by a court of law of any degree of jurisdiction in Palestine, and was deprived of his freedom against his will, based on a court ruling. Optimal living space: It is the space that assigns the detainees adequate accommodation conditions in order to provide living conditions that preserve their dignity, and do not increase their suffering and negatively affect their health. Prison living space: It is the inmates’ accommodation space in their rooms, with the exception of service areas such as the kitchen, the recreation space time, the library, and other service areas. Occupancy rates for accommodation (prisoner density): Accommodation occupancy rate = number of prisoners at a specific date/number of prisoners specified by the capacity * 100. When the outcome is higher than 100 (100 prisoners per 100 square meter), we will have overcrowding in the filling of accommodations.
