Furthermore, there is no room for medical isolation inside the center. The medical specialist submits periodic reports to the prison’s administration about the quantity, quality and preparation of food; the extent to which the health and hygiene rules are followed in the CRC and its facilities; inmates’ health conditions; the hygiene conditions of the facilities; heating, lighting and ventilation in the CRC and the quality and cleanliness of the inmates’ clothes and their bed furnishings. However, the specialist does not submit an assessment report to the CRC’s administration on the detention conditions in the CRC and their impact on inmates’ health nor does he follow-up on the extent of compliance with the rules related to sport and physical education because there is no place to practice these activities inside the center. Furthermore, there are no health care guarantees in the CRC for people with disabilities. • Torture and the use of force: The Tulkarem CRC complies in an excellent manner with international standards for preventing the use of force against inmates and respecting their rights. • Procedures for receiving detainees/inmates: The Tulkarem CRC complies to some degree with the international standards regarding the procedures for receiving inmates and enabling them to be accommodated smoothly, except with regards to avoiding overcrowding and ensuring a moderate living space for the inmates due to the conditions of the building and the high occupancy rate at the CRC. Inmates do not receive written instructions and information about their rights and about the procedures and policies of the CRC but rather they are informed of them verbally. Not every inmate receives his own bed and bed furnishings as there were 27 inmates without beds at the time of the assessment. However, the CRC guarantees, to a reasonable extent, the cleaning of sheets and bed furnishings according to a specific schedule. The CRC does not have a uniform for inmates.
