Report on the Assessment of the Compliance of the Correction and Rehabilitation Centers in Palestine with International Prison Standards • Infrastructure of inmates’ rooms and accommodation facilities: The Ramallah CRC complies weakly with the international standards regarding the infrastructure and inmates’ accommodation facilities due to the conditions of the building and its overcrowding with an occupancy rate of 139%. The living space in the CRC is inadequate according to international standards (the minimum living space according to the international standards is 1,426 square meters). Moreover, the rooms are inadequate for the accommodation of inmates in terms of the minimum space per each inmate, and there is no single bed for each inmate according to international standards. The rooms are unsuitable for the accommodation of inmates with disabilities. The number of toilets and shower facilities is insufficient (in some rooms, the number of inmates reaches 19, with only one toilet with a shower facility in the same place for this number). Toilets are unsuitable for the use of persons with disabilities or special needs. Due to the nature of the building, the windows are not wide enough to let in natural light and allow for adequate ventilation in the building. The CRC suffers from the difficulty of maintaining its facilities due to the nature of the building, which constitutes an unsuitable living condition for inmates. In addition, the recreational space is insufficient for the number of inmates and the infrastructure doesn’t meet the accommodation requirements for inmates with disabilities. • Services facilities: Ramallah CRC complies in weakly with the international standards due to the nature and quality of its services facilities. In the service facilities, the windows are not wide enough to let in natural light and allow for ventilation of the facilities, which poses a real risk to the health of inmates and staff at the CRC. There are few facilities for vocational rehabilitation but they are not operational. There is a library (containing about 300 books) but it has no books for persons with disabilities and it is inadequate for their needs. The infrastructure of all of the service facilities is not equipped to meet the needs of persons with disabilities.
