Report on the Assessment of the Compliance of the Correction and Rehabilitation Centers in Palestine with International Prison Standards The assessment team visited the CRC on July 31, 2019. After discussing the assessment tool and assigning the initial grades for each scope, the records outlined in the assessment methodology were viewed. After that, the assessment team conducted a field visit to all of the CRC’s facilities to determine the actual situation of the facilities before approving the final assessment grade. The total rate of Ramallah CRC’s compliance with international standards is 2.5, reflecting compliance to some degree with the international standards for detention conditions. The total rate of Ramallah CRC’s compliance in regards to the total rate of the standard of the CRC’s policies was 1.7, which reflects a good compliance with the international standards as follows: • The CRC’s compliance rate for the scope provisions related to CRC administration was 1.7, which reflects a good compliance with the international standards. • The CRC’s compliance rate for the scope provisions related to the staff of the CRC was 1.8, which reflects a good compliance with the international standards. • The CRC’s compliance rate for the provisions of the scope related to health care guarantees for inmates in the CRC was 2.1, which reflects compliance to some degree with the international standards.The CRC’s compliance rate for the provisions of the scope related to torture and the use of force in the CRC was 1, which represents a full compliance with the scope related to torture and the use of force in the CRC. • The CRC’s compliance rate for the scope related to the procedures for receiving detainees/inmates in the CRC was 2.7, which reflects compliance to some degree with the international standards.The CRC’s compliance rate for the scope related to detention conditions in the CRC was 1.8, which reflects a good compliance with the international standards.The CRC’s compliance rate for the scope related to CRC visitors was 1, which reflects a full compliance with the international standards.
