No juvenile inmates were present at the CRC at the time of the assessment. Remarks on Assessment Results • Administration of the CRC: The Bethlehem CRC complies well with international standards for prison administration in terms of having documented policies, directives and instructions about the CRC’s administration. The ratio of staff to inmates is appropriate, reaching 53.7%. The CRC suffers from the lack of vocational rehabilitation facilities for inmates and it is not qualified to receive inmates and visitors with disabilities. In addition, there is no policy that limits the number of working hours for inmates, because working in all CRCs is a privilege and is not binding. • CRC Staff: The Bethlehem CRC complies well with international standards for staff of detention centers, but there is no system or specific standards for incentives and penalties that govern the CRC staff, in addition to the absence of any additional financial compensation compared with the rest of the police members or an allowance for the nature of work. In addition, there are no clear or written criteria for appointing staff in CRCs, and no employees with disabilities have been appointed according to the known percentages. • Healthcare guarantees for inmates: The Bethlehem CRC guarantees a limited degree of health care guarantees for inmates, especially in light of the lack of a permanent general physician at the CRC (6 days a week for 4 hours a day). The nurse is also non-resident and works 5 days a week (8 hours a day). Dental services are also provided four days a week only. The psychiatrist is available for a period of one day only every week. The general medicine clinic, the dentistry clinic and the pharmacy are located inside one room due to the conditions of the building.
