Notes: The reason for the promulgation of this Organic Act is whereas Section 130 (10), Section
246, Section 247 and Section 267 of the Constitution of the Kingdom of Thailand, provide that
the Organic Act on the National Human Rights Commission shall be enacted to define
qualifications, prohibitions, selection, vacation of office, duties and powers, including
performance of duties of the National Human Rights Commission in order to obtain related
information, opinions and evidence for consideration and taking of actions according to its
duties and powers to effectively achieve the objectives. Such performance of duties is
necessary to either affect or lead to limitation against certain rights and liberties of individuals,
which shall be conducted as necessary for the performance of duties and compliance with
international principle relating to the selection of Commissioners to represent the pluralism of
society. It is, therefore, necessary that this Organic Act be enacted.
