facilitating more effective donor coordination;
•
strengthening sector-wide approaches;
•
providing earlier, more extensive and broader debt relief, and/or debt cancellation
for poverty reduction; and
•
undertaking more effective and regular monitoring of progress towards Education
for All goals and targets.
Achieving Education for All will require additional financial support by countries and
increased development assistance and debt relief for education by bilateral and multilateral
donors, estimated to cost in the order of $8 billion a year.446 The Dakar Framework therefore
calls for new financial commitments to be made by national governments and bilateral and
multilateral donors,447 and for alternative and innovative ways to increase the resources
available to support Education for All.448
Technical assistance and co-operation
International technical assistance and co-operation can also facilitate the full realisation of the
right to education. Countries with less developed strategies must be given the support they
need to achieve more rapid progress towards Education for All.449 Several international
instruments, although not all specifically dealing with the right to education, expand on the
substantive content of the requirement to provide “technical assistance and co-operation”. In
particular, the World Declaration on Education for All notes that all nations have valuable
knowledge and experiences to share for designing effective educational policies and
programmes.450 Similarly, the Asia-Pacific Regional Framework requires governments and
all stakeholders to promote an equitable exchange of information and experiences about
successfully developed educational innovations. This exchange could cover a wide range of
educational dimensions including policy reform, planning and management, resource
mobilisation, curriculum, teacher training, measurement and evaluation, community
participation and linkages between education and poverty alleviation.451
