Yet when a person with disabilities is serving his term, this living allowance will be suspended in accordance with Article 4 of the same Regulations. Hence, no ameliorating measures will be implemented on inmates with disabilities who can handle the activities of daily living in the prison. Based on this rule, however, those who cannot work at the prison’s factory due to severe physical disabilities will suffer much difficulty in their daily lives.
